) to Ubuntu 22.04

Turns out that when we were migrating to Ubuntu 20.04 from Ubuntu 18.04 we didn't do it everywhere, or we incorrectly added some 18.04 references post-migration, which was done in the PR:
Notably, the
archetype-sdk-tool-azure-function.yml
wasn't migrated to Ubuntu 20.04, which I recently did in this PR:3.1.405

+ assorted changes #4916In addition, there is a related work where we didn't set Ubuntu image, making it picking up latest, thus leading to issues after "latest" became Ubuntu 22.04:
