feat: Implement petgraph traits on Hugr #498

I couldn't work out how to do the lifetimes in IntoNodeReferences so had to pull that out. But, well, I think the objections here are pretty obvious... The line count is pretty good though!!
@acl-cqc I did a quick impl of the wrapper so I can test in on tket2. |

Approve in principle. If it does what you need in TKET2, I think this is a much better way to go! :-)

This is particularly good - the differences between the two impls (because of which I had to move this outside my macro in #501) seem to have gone

Do we really need this? If you've got the PetgraphWrapper then you've got the view, no? (TBH I'd expect to be given the HugrView to start off with, then construct the PetgraphWrapper as/when needed, i.e. only when passing off to petgraph methods that don't care about HugrView, but there)

Note that if PetgraphWrapper implements HugrView then there is the possibility of nested PetgraphWrapper's, which I think we should probably avoid!?

I guess this is good to make sure you don't construct useless PetgraphWrappers (containing other things). But, given PetgraphWrapper's only field is hidden, so they are not publically constructable - how about making the "public constructor" be an fn as_petgraph(&self)
in HierarchyView/HugrView?

The bound here is just so we get a nice "Missing HugrView" error here instead of "Petgraph trait not implemented, here's some options".

Given we have as_petgraph
now, indeed on HugrView rather than on HierarchyView :-), do we still need this?
Multiple small changes to the hugr API. Note that this doesn't update to the current HEAD, #91 will adapt to the changes from CQCL/hugr#498 and simplify the circuits. The goal of this separate PR is to reduce the diff noise there.
- Replaces the `HierarchyView` bound in `Circuit` with `HugrView` (from CQCL/hugr#498), which is implemented by `Hugr`. - This simplifies the tests, where we don't need to wrap `Hugr`s anymore. - We still need a lifetime for the Commands iterator, so `Circuit::Comands` now has a generic lifetime. - Uses the new `PetgraphWrapper` when needed instead of requiring Petgraph traits on everything. - This lets us drop the lifetime from `Circuit<'a>`. Closes #84. ~Blocked by CQCL/hugr#498

This lets us treat HUGRs in the same way as views everywhere (e.g. use them as Circuits) requiring
