Updated the one line description in the role's README file.

What does this PR do?

Updates the README.md file to reflect the purpose of the user role, as the previous contents seemed to refer to different functionality.

How should this be tested?

N/A - documentation change

Is there a relevant Issue open for this?

No - minor change found when reviewing the role documentation.

Other Relevant info, PRs, etc

Minor change which should improve the documentation for this role.

Updated the one line description in the role.
