As a devonfw-ide user, I want to automate setup of gcloud (google cloud CLI) so that I can also devonfw-ide seamlessly in my google cloud project.

The documentation suggests installing gcloud via.exe file. Fortunately, Google provides versioned archives. We can use these to install gcloud via script on Windows, Linux and MacOS.

GCloud also needs Python 3 to run. For Windows they offer a bundled Python archive, but unfortunately there are no bundled Python Archives for the other OS's where we have problems with Python (see #997).
