chore: add TeamCity environment flag handling for muting splash scree…

…n in CI

- Introduce `set_is_teamcity_run_environment_variable` to check if running on TeamCity
- Skip splash screen in TeamCity or when `BUILDX_BUILDER` is set
- Clarify messaging for executing tests via Docker run
