I was only able to get it working by adding the arkworks feature in the penumbra workspace penumbra-zone/penumbra@48e2e4d

@conorsch this is currently blocked. We need to cut another decaf release, update the decaf dependencies in core, and then include that along with #1492 in the next point release for wasm to consume.
