Update to pip-21.3 breaks pip-licenses

workaround for now should be manually pinning pip

pip install --upgrade pip==21.2.4

If someone still wants to have the latest pip version you can use a fork while my PR is still on the review - git+git://github.com/adjust/pip-licenses.git@v-3.5.3

I have shipped pip-licenses 3.5.3 with this issue resolved.
