There are two issues:
1 Docker images upgraded to stretch are built twice in stretch and in jessie slave docker, eventually image built in jessie docker overwrites image built by stretch slave
2. When docker stretch based image is built in jessie slave docker it uses path to jessie debian packages
( $(DEBS_PATH) )
This PR is to address these two issues
