Fix
Details: This test is disabled in this PR #3245
But since the PR is disabling this test and adding other test cases into cross verify, which may not merge recently, we should disable it in feature branch for now.
This test is signing/timestamping a package with a certificate not specifying SigningCertificateUsage, then verify process should throw an exception about it.
But the timestamping in net5.0 code path is stricter, so the signing will fail in net5.0 code path.
That's why we should disable this test in net5.0 code path.
