Proposed amendment (Amendment 81) to Annex 3/PANS-MET authorized by ICAO Commission to transmit to Contracting States and appropriate international organizations for comments

The proposed amendments to Annex 3 are envisaged for applicability on 28 Nov 2024, except for the those related to quantitative volcanic ash information which should be indicated as 27 Nov 2025.

Details of the proposed changes

Proposal 2: Further development of space weather information services ==> See https://github.com/wmo-im/iwxxm/issues/308

    Analysis

    a. The proposals are practically the same as those endorsed in METP/5.

    b. Element 4 - Name of SWXC: No consequential change to IWXXM is necessary.

    c. Element 5 - Space weather effect:

    • A new code list table (e.g. iwxxm:SpaceWeatherEffect) containing only the effects but not associated intensities will have to be developed to replace iwxxm:SpaceWeatherPhenomena. (Ref: Element 5 in Table A7-3 and Note 4)

    d. Element 6 - Advisory Number: No consequential change to IWXXM is necessary.

    e. Element 7 - Number(s) of advisories being replaced:

    • iwxxm:replacedAdvisoryNumber will have to adjust its multiplicity from [0..1] to [0..4] (Ref: Element 7 in Table A7-3 and Note 3)

    f. Element 8 - Observed or expected space weather event:

    • A new IWXXM element (e.g. iwxxm:SpaceWeatherIntensity) of enumeration or codeList type will have to be added to iwxxm:SpaceWeatherAnalysis to indicate the intensity of the space weather phenomena. (Ref: Element 8 in Table A7-3)
    • Codelist iwxxm:SpaceWeatherLocation will have to be amended (DAYLIGHT_SIDE -> DAYSIDE and add NIGHTSIDE). (Ref: Element 8 in Table A7-3)
    • A note should be included in either the schema or TAC-to-XML-Guidance.txt to make sure the user understand that altitude of space weather phenomena shall only apply to radiation events. (Ref: Element 8 in Table A7-3 and Note 5)

    g. Elements 9 to 12 - Forecast of the phenomena (+6 to +24 HR):

    • Same as Element 8 above.

    h. Element 13 - Remarks: No consequential change to IWXXM is necessary.

    i. In view of the changes the version number for SWA shall advance from 3.0.1 to 3.1.0.

    a. The proposals are practically the same as those endorsed in METP/5.

    b. Element 3 - Time of origin: No consequential change to IWXXM is necessary.

    c. Element 7 - State or region: No consequential change to IWXXM is necessary.

    d. Element 8 - Source elevation:

    • The element iwxxm:submitElevation will need to be renamed (e.g. iwxxm:sourceElevation). (Ref: Element 8 in Table A7-2)
    • The notes of element iwxxm:sourceElevation will need to be revised. (Ref: Element 8 in Table A7-2)
    • The type of iwxxm:sourceElevation will need to be changed (e.g. aixm:CodeVerticalReferenceBaseType) to take into account of making reference to MSL. (Ref: Element 8 in Table A7-2 and Note 3)

    e. Element 11 (old) - Colour code:

    • The element iwxxm:colourCode will have to be removed. (Ref: Element 11 in Table A7-2)

    f. Element 11 - Eruption details: No consequential change to IWXXM is necessary.

    g. Element 12 - Time of observation (or estimation) of ash:

    • We may need to provide more information on the use of nilReason to support the use of NOT PROVIDED. Note that the existing codeList for nilReason does not have an equivalent entry (Ref: Element 12 in Table A7-2)

    h. Element 13 - Observed or estimated ash cloud:

    • We may need to provide more information on the use of nilReason to support the use of NOT AVBL and NOT PROVIDED. Note that the existing codeList for nilReason does not have equivalent entries. Or we may want to handle this with additional IWXXM elements like those in iwxxm:VolcanicAshObservedOrEstimatedConditions. (Ref: Element 13 in Table A7-2)

    i. Elements 14 to 16 - Forecast height and position of the ash clouds (+6 to +18 HR): No consequential change to IWXXM is necessary.

    j. Element 17 - Remarks: No consequential change to IWXXM is necessary.

    k. Element 18 - Next advisory: No consequential change to IWXXM is necessary.

    l. The notes in all elements of iwxxm:VolcanicAshAdvisory involving descriptions on nilReason will need to be revised to use the full URL like http://codes.wmo.int/common/nil/unknown.

    m. In view of the changes the version number for VAA shall advance from 3.1.0 to 3.2.0.
