make all

Docs i18n discussion
- It's possible to import RTD docs as POs into Weblate, see https://weblate.org/en/news/archive/translating-sphinx-documentation/
- Investigatory spike to be considered in future sprint to see if this is a viable option for SecureDrop docs
- Some discussion about whether Journalist/Source guide should live on SecureDrop.org -- downside: the site also doesn't have technical support for translations yet.
