Time windows

• person time windows class implemented
• all existing example models updated as well (mandatory and non-mandatory scheduling), for example see the @tt.previous_tour_ends(df.person_id, df.start) expression
• need to update user documentation
• at-work subtour budget spent on the time windows infrastructure
• now implementing at-work subtour models with the remaining task 6 budget

Project management

• will exhaust the phase 3 budget in a few weeks so agency partners work on getting the amendment executed
• @RSG to revise scope, schedule, and budget once budget is set
• first task under the amendment will be joint travel models
• @Joe draft contributor review questions ahead of next meeting
