This is a request from the Microsoft Docs - Samples team to get the webhook to rescan the subdirectory. It failed previously against the original PR commit.

In this PR:
- Move webjobs test to NUnit
- The parallelization has been mostly preserved such that:
    - in Blobs.Tests/Queues.Tests tests within single class don't run in parallel (this is mostly because of NUnit creates one instance of test class for all test methods... where other framework spin up fresh instance for each single test...)
    - in E2E tests all tests are serialized (no parallelization)
    - Azurite tests are now running parallel per class (they ran as one serial collection before with xUnit). Hence need to bump connection pool on .NET FX
- Fixed some extra flakyness - turned out some exceptions were swallowed by XUnit runner :O

Out of scope:
- further work on parallelization of tests.

The focus of these changes is to correct an issue where the load balancing
interval specified in the processing options was not respected and to add
the intended timing options to the `EventProcessorClientOptions`, which,
